Mr. Rosen is a certified professional chemist and chemical engineer, certified fire and explosion investigator, Fellow American College of Forensic Examiners and Fellow Royal Society of Chemistry (London). He is Chief Scientific Adviser and Director of Technical Programs for HBA Global Expo (www.hbaexpo.com). He is responsible for organizing HBA's International Safety, Regulatory, and Certification Symposia, as well as all of HBA's Technical Conference Programs encompassing new scientific and technological developments and trends in personal care, cosmetics, health and well-being ingredients. Mr. Rosen is also a published author, peer reviewer, book editor, and Series Editor for Elsevier Books. He holds over twenty patents.

Professional Experience

Mr. Rosen has over thirty five years of experience in the Chemical industry. He is a recognized expert in the technical marketing of specialty chemicals as well as their use, application and formulation of household and industrial products. Meyer holds over 20 U.S. patents, has authored four books, and has edited a 1,000 page book entitled, “Delivery System Handbook for Personal Care and Cosmetics- Technology, Applications & Formulations” (www.williamandrew.com).

This book contains contributions from over 80 authors, 40 companies and institutions and ten countries. Mr. Rosen has written over 40 peer reviewed articles for a variety of technical publications. He is a technical journalist and has written numerous articles on the use and application of chemical technology for major trade press publications such as Chemical Market Reporter, Specialty Chemicals (UK), Global Cosmetic Industry & HAPPI.

Mr. Rosen has served as Vice President of the Association of Consulting Chemists and Chemical Engineers and been a Director of the American Institute of Chemists. He has held a three year appointment as organizer of National Meetings of the American Chemical Society Colloid and Surface Science Symposia. Mr. Rosen is a member of a number of ASTM standards-making committees and serves as a referee for a variety of peer reviewed technical journals.


Legal Experience & Services

Mr. Rosen serves as an expert witness and consultant for plaintiff and defense attorneys as well as insurance companies in the field of technical products liability. He specializes in analysis and evaluation of personal injuries resulting from hazardous chemicals in household and industrial products. He has over 35 years of industrial experience both in chemistry and chemical engineering.

Mr. Rosen has designed and taught a chemical hazard and toxicology college course and served as an Adjunct Professor of (fire) chemistry for 15 years. He is nationally certified as a fire and explosion investigator with advanced training. Mr. Rosen has been accepted as an expert in federal and state courts in the field of technical products liability, prepared expert reports, and been deposed.

He provides litigation support in areas including, but not limited to: hazardous chemicals, toxic exposures, chemical burns, warnings and instructions, labeling defects and intellectual property matters. He is experienced in products liability issues related to safety in design, formulation packaging and handling. His expertise also includes: application and interpretation of codes and standards including those from ASTM, ANSI, UL, Factory Mutual and OSHA. Mr. Rosen has also been involved in intellectual property management and analysis/infringement litigation issues.

Adjunct Professor, Chemistry Dept. Westchester Community College, Valhalla, NY (1970-1984). Designed and taught Chemical Hazard and Toxicology course. Instructed senior professional firefighters of New York City in hazardous chemical technology of flammable, toxic and explosive chemicals. Taught physics and chemistry of modern fire extinguishing methods.
