Hand-picked by the DoD as the Lead Agent/Author for the Veterans Affairs-DoD Practice Guidelines for Substance Use Disorders, Dr Miller has been active in a wide range of topics relating to addictions and has approximately 30 medical publications. He exited active duty USAF in 2004 and has since been sought out for his expertise on issues relating to addiction.

A national source on cough medicine addiction, he has been interviewed for Dateline (NBC), Pravda, and U.S. News & World Report. He has co-chaired the American Society of Addiction Medicine (ASAM) Review Course, and was selected by ASAM as one of 4 co-editors for their flagship textbook, Principles of Addiction Medicine.

He was one of the youngest of physicians selected nationally as “Fellow” of ASAM and Co-Chaired the 2005 State of the Art Course in Addiction Medicine in Washington DC – ASAM’s most prestigious and advanced scientific course, featuring Directors of NIDA, NIAAA, and a Nobel Laureate. Dr Miller has been selected as a “Fellow” of the American Psychiatric Association. He serves as founding Co-Editor of Journal of Addiction Medicine, the official peer-reviewed journal of one of the world’s largest addiction medicine societies; with a subscribership of about 3,500 addiction-specialty physicians worldwide.


Litigation Support Services

Dr. Miller gained valuable experience consulting to various military courts on matters unique to his credentials while serving 12 years in the United States Air Force as a psychiatrist, forensic consultant, and as Chief of the TriService Addiction Recovery Center in Washington, D.C. Dr Miller maintains a private practice in forensics, having been retained throughout the USA and Europe in a wide array of cases. Clinical experience in detoxification, rehabilitation, medication, psychotherapies, "dual disorders," methadone maintenance, buprenorphine, relapse prevention, service design and delivery, etc.

Dr Shannon Miller is a board-certified psychiatrist with additional certifications in Addiction Medicine and Drug Testing. He is a native of Ohio and was awarded United States Air Force (USAF) full scholarships in physics and pre-medicine for undergraduate training, and later a full scholarship for medical school. He completed residency in psychiatry at Wright Patterson USAF Medical Center/Wright State University in Dayton, Ohio prior to being assigned to Andrews Air Force Base in Washington, DC. While there, he quickly rose in rank and position to Chief Administrative and Clinical Officer of the Department of Defense’s (DoD) Tri-Service Addiction Recovery Center (Tri-SARC). As Chief, he was awarded his first DoD Meritorious Service Medal for vastly overhauling TriSARC’s service design; reducing cost per episode of care by $39,000 per patient, translating several cutting-edge research ideas into practice (earning one of few USAF Best Practice Awards from the Inspector General), and establishing his addiction line as DoD’s #1 worldwide referral choice.

Throughout his career, Dr Miller has received numerous awards in teaching, leadership and clinical excellence; including the Humanism in Medicine Award (American Medical Association) and America's Top Psychiatrists (Consumers Research Council of America). He is experienced and active in a very wide array of clinical practice. A prior USAF Residency Training Director, Dr Miller has continued his federal service with the Department of Veteran’s Affairs. He also serves as Associate Professor in Clinical Psychiatry at the University of Cincinnati where he directs both the Addiction Psychiatry and Addiction Medicine Fellowship training programs, and serves as Associate Director of Education. He also serves as Associate Director for Education in the Addiction Sciences Division. Dr Miller also serves as a Lieutenant Colonel, USAFR (research physician) at the USAF Research Lab. His specific research interest includes brain imaging biomarkers for addiction disorders; specifically, those that pertain to progression from drug-taking to drug-addiction (diagnosis of substance dependence), relapse risk prediction, & treatment response prediction; as well as the intersection with combat post traumatic stress disorder. He has earned grant funding in brain imaging research.
