Ed Carrasco is a retired NYPD Deputy Inspector and subject matter expert on NYPD police policy and procedure. Ed served as the commanding officer of the Office of Management Analysis and Planning's Special Projects Unit and he has written, edited, and taught police policy and procedure to thousands of NYPD officers and supervisors.
