Profile
Jennifer Coffindaffer's career in federal law enforcement spanned over 28 years and included extensive investigative, operational, leadership and training experiences. As a Special Agent with the Federal Bureau of Investigations (FBI), she specialized in gang, narcotics, organized crime, Title-III electronic surveillance and counterintelligence investigations. She participated in numerous high-profile arrest operations and led nationally recognized investigations involving organized crime, weapons of mass destruction and counterterrorism matters. Her leadership of investigations resulted in the disruption of the Crips criminal street gang in Fort Worth, Texas and the dismantlement of a Medellin Cartel Cell responsible for distributing thousands of kilos of cocaine throughout the Midwest and Northeast United States. In addition, she worked multiple undercover assignments and managed and conducted numerous covert counterintelligence investigations in the nuclear counterproliferation arena.
A tactical operator on the FBI's Houston, Dallas and San Juan's SWAT Teams, Ms. Coffindaffer is an accomplished and certified FBI, Police, Tactical and Firearms Instructor and Tactical EMT who provides firearms and tactics instruction. Specifically, she has taught handgun and shoulder weapon techniques, marksmanship and defensive tactics to hundreds of federal agents, state and local law enforcement officers and civilians over the last 30 years. Capitalizing on her extensive proficiencies, she founded Firearms Beyond International whose mission is to teach self-defense, marksmanship, tactical use of force, active shooter self defense and terrorism awareness to civilians, where she serves as CEO and instructor.
Ms. Coffindaffer has testified on more than 200 occasions before Federal grand juries, at identity, probable cause, detention, suppression and sentencing hearings, and at trials on topics ranging from federal gang criminal violations and white collar crime record analysis to criminal informant investigative involvement. An accomplished public speaker, Ms. Coffindaffer was selected by the FBI to lecture throughout the United States and Canada about terrorism, aviation security, gang investigations and conspiracy/sports betting. Within the FBI, SSRA's are supervisors that manage Resident Agencies (RA) and the Agents and Support personnel assigned to the RA. Unlike FBI squads, RA personnel have investigative jurisdiction over all federal crimes that occur within their territories as opposed to FBI Squads that investigate specific crimes assigned to the squad. RAs are small satellite offices tasked with investigations ranging from extortion to child pornography and from foreign counter intelligence matters to counterterrorism cases where personnel work closely with local law enforcement officers to investigate crimes occurring within the RA territory.
As SSRA, managed the daily operations and administrative activities of all federal investigations occurring within the RA's territory and was responsible for overseeing all aspects of investigations including all investigative assignments, personnel and support staff management, and conducting liaison activities with police chiefs, governors, foreign dignitaries, sheriffs, and federal counterparts in the RA's territory. Ran the first FBI-led Organized Criminal Drug Enforcement Task Force (OCDETF) Title-III electronic surveillance investigation in St. John, US Virgin Islands, deploying over 60 agents to execute the search and obtain arrest warrants against this well-organized group of narcotic traffickers, which was comprised of local police officers who had been distributing cocaine in the Virgin Islands for years. Authored the Operations Plan and was designated as the On-Scene Commander for the arrest operations which resulted in all members of the criminal enterprise being indicted. As SSRA in St. Thomas for two years, oversaw all FBI drug investigations being conducted in the US Virgin Islands.
Counterproliferation is a term used to describe the prevention of the increase and spread of the international possession of nuclear weaponry. While assigned to FBI Headquarters Weapons of Mass Destruction Counterproliferation Unit, was the National Program Manager of a classified, multi-agency US Intelligence Community (USIC) platform involving global nuclear counterproliferation. Formed a multi-agency task force to successfully meet the operational goals & objectives and deployed 18 times to FBI Field Offices throughout the U.S. to educate and train field agents on the platform and oversee covert and classified counterproliferation operations. In addition to the platform being nominated by USIC for the Intelligence Integration Unit Citation, personally received a commendation from the Department of Defense for her accomplishments.
2005 - 2010 Special Agent (SA), Fort Worth Resident Agency - Dallas Fort Worth Police Department -
Gang Unit
Types of Crimes Included: Gang investigations, Narcotics investigations, Organized crime, Violent crime
Assigned to the Safe Streets Gang Task Force (TF) located at the Fort Worth Police Department (FWPD) after a wave of gang violence began in Fort Worth, Texas. As the sole federal agent assigned to these cases, initiated nine federal investigations against various gang organizations in Fort Worth and worked side by side with the federal prosecutors to successfully prosecute each indicted gang member. Personally interviewed more than 50 gang members, many on multiple occasions, to determine their modus operandi. The highlight of the TF's accomplishments was a case against The Crip Gang crime enterprise, which was particularly difficult to infiltrate due to the closed nature of their associations. Developed a confirmed gang member as a cooperating witness, collaborated with an FWPD uncover officer to conduct undercover purchases of crack cocaine from numerous gang members, and assisted with successfully prosecuting 46 Crip gang members and associates at the federal level by testifying at each associated Grand Jury proceeding and at all associated Detention, Suppression and Sentencing Hearings related to each members' gang affiliation and crimes. Testified at three trials associated with this matter. Received the United States Attorney's Office Award for Outstanding Investigation and an FBI Incentive Award for her work on this complicated case.

As the SRA at the DFW Airport in the post-911 environment, led the daily investigative activities of the DFW Task Force (TF) comprised of 12 agents from multiple federal agencies who were tasked with a nationwide initiative to ensure no illegal aliens were working in the secure areas of airports, including the DFW Airport. As a result of the TF's efforts, 140 individuals, four corporations and 12 corporate officers were indicted for false statements, immigration violations and tax and social security fraud. Presented the case before the grand jury and testified at the associated detention and sentencing hearings and at trial. Authored the operations plan for the searches and seizures related to the case and, from a command post setting, led 300 agents and officers in the apprehension of the 140 indicted individuals.

1991 - 1999 Special Agent (SA) - Houston Division - Organized Crime/Drug Squad
Types of Crimes Included: Fugitive cases, Narcotic investigations, Organized crime, Undercover assignments
As the Case Agent on three Title-III electronic surveillance/international drug trafficking investigations, authored four Title-III electronic surveillance affidavits comprised of extensive facts supporting wire intercepts and was responsible for all aspects of the day-to-day investigative activity, developed and handled the main confidential human sources involved in these cases, wrote multiple search warrant affidavits, oversaw the controlled drug purchases, orchestrated money seizures and arrests and directed the informant activities within the criminal organizations. At the conclusion of each case, testified before the Grand Jury regarding the investigative findings. Post indictment, testified at the Federal grand juries, at identity, probable cause, detention, suppression and sentencing hearings, and at the jury trials related to each investigation. These cases resulted in the conviction of 56 subjects, the seizure of 535 kilos of cocaine and the recovery of $2 million. Received the US Attorney's Office Award for Outstanding Drug Investigation.
1988 - 1990 Special Agent (SA) - United States Department of Agriculture– Office of Inspector General
Types of Crimes Included: Agricultural subsidies fraud, Food stamp fraud, Organized crime, White collar crime
Case Agent on two of the USDA's largest fraud against the government cases involving landowners who defrauded the USDA out of millions of dollars of agricultural subsidies. Conducted all aspects of these investigations including scrutinizing thousands of bank records, analyzing contracts, interviewing dozens of witnesses and subjects, utilizing consensual monitoring techniques, collecting evidence, testifying before the Grand Jury and preparing the cases for discovery and trial.
Collateral Duty Assignments
1994 - 2015 FBI SWAT Operator/Firearms Instructor/Tactical Instructor/Physical Fitness Advisor/Tactical Emergency Medical Technician/Law Enforcement Instructor
As a member of the FBI's Houston, Dallas and San Juan SWAT Teams from 1995 - 2014, was deployed on long term domestic and overseas temporary duty assignments in support of high-risk investigative operations. Conducted high-risk arrests and searches, deployed overseas to support martial law during natural catastrophes and provided executive protection to three FBI Directors and two United States Attorneys.
As an FBI Firearms Instructor, provided marksmanship instruction to hundreds of local and state officers and federal agents in Texas, Florida, the U.S. Virgin Islands, Puerto Rico, Washington, D.C. and Quantico. Served as a Range Safety Officer during qualification shoots and SWAT tryouts and taught beginning firearms handling, safety and marksmanship techniques to dozens of new agents at Quantico. As a part of the Houston SWAT Team, served as a Primary Firearms Instructor (PFI) on Houston's SWAT Team providing instruction to fellow SWAT members pertaining to numerous weapons systems including the M-4 assault rifle, MP5, shotgun, various pistols and revolvers.
As an FBI Tactical EMT, provided medical assistance to officers, agents and injured parties during FBI SWAT Operations in both the Dallas and San Juan Divisions and has consistently maintained certification as a Nationally Registered EMT.
As an FBI Physical Fitness Advisor, conducted physical fitness tests on agent personnel and administered physical fitness tests on individuals applying for FBI Agent positions.
