Managing Partner of Payne Advisory, LLC. Served as President and CEO of three mortgage companies. Known as an innovator in the mortgage capital markets, Payne invented IO and PO mortgage securities. Served on the advisory boards of Fannie Mae and Freddie Mac, as an instructor for the MBA, as lead advisor to the RTC and authored articles in trade and research journals. Representing his prior companies testified in depositions before numerous regulatory agencies including the SEC, OTS and RTC.
